Changes in Annexes because of proposals accepted at the General Assembly 2013 and the e-vote.
Many FMJD annexes have been changed because of proposals accepted at the General Assembly of September 2013 and the following e-vote. See the lists of proposals in the news items of January 10 and January 18. FMJD asks the federations to inform their players and referees about the changes made.
In the update version of the Annexes 2,3,4,8,9,10,11,12,17 you can see which articles have been changed:
New texts are underlined and deleted texts are crossed out.
In Annex 9 and 10 all changes are marked with text with yellow background.
Also the new versions of the Annexes 2,3,4,5,8,9,10,11,12,17 are included with this news item.
Annex 5 Swiss system has been completely renewed based on the existing French version and the short English version about Swiss on rating. The Annex has a new structure with first the main lines of the different Swiss system versions and then the details.
A short summary of the accepted proposals which are specially interesting for players:
Easier to get an FMJD title
A player can get a title of MI and GMI without first becoming MF (and MI).
It is no longer necessary to first get the title MF, then MI, then GMI.
The number of games necessary to get the title MF is decreased from 30 to 20, the number of games for the title MI from 30 to 25. The number of games necessary for norms for the title GMI remains 40.
More flexible time schedules for normal games including 30 seconds Fischer system
FMJD asks special attention from the tournament organizers, players and referees for the changes in possible time schedules, see Annex 3, article 6.1. The accepted time schedules are much more flexible and may have any combination of fixed time and Fischer time. For normal games 30 seconds per move Fischer time is allowed with the obligation to make the notation to the end of the game.
Allow shorter games counting for rating and titles
FMJD asks special attention from federations and tournament organizers for the possibility to have shorter time schedules which count for rating and titles. In this way a tournament may be organized in less days and still count for FMJD rating and FMJD title norms.
The general rule is that games with a total time for both players for the first 60 moves of 3 ½ hour count for rating and titles and even games with minimum 2 hours total time for both players may count for rating for 50 %.
Preferred method for dealing with irregular moves: calling the referee
FMJD asks special attention from the players and referees for the accepted proposal about how to deal with illegal moves, about the right of a player to stop the clock and call the referee for assistance when the opponent makes an illegal move. See also Annex 3 the new article 2.5a.
The right for the referee to add and/or subtract time from players in case of irregularities
The referee has the right to add and/or subtract time from the players thinking time.
One of the special reasons for these changes is to avoid that players are deliberately making illegal moves with the goal of getting extra time when using Fischer time schedules.
